Courses for apartment building managers

With the aim of timely planned training of specialists in the field of housing and communal infrastructure, the Center for Vocational and Postgraduate Education (CVPE) of Sumy State University organizes qualification improvement courses under the program “Manager (Administrator) of Residential Building (Building Groups)” based on the university’s management department. Each Law of Ukraine No. 417-VIII dated May 14, 2015 “On the peculiarities of exercising the right of ownership in a multi-apartment building” introduces a new subject of relations in the local housing and communal services market – the administrator of a multi-apartment building – from July 1, 2016.

SumDU offers these courses to representatives of structural units of local self-government bodies, communal enterprises, heads of associations of co-owners of apartment buildings (ACBs), and building committees, as well as public activists in the field of housing and communal services with the aim of creating a reserve of building administrators.

Main topics of the course “Manager (Administrator) of Residential Building (Building Groups)”:

1. Legal aspects of managing a multi-apartment building (legislative framework for the administrator’s functioning, procedures for creating ACBs, condominiums, election of administrators and companies – performers of building maintenance and maintenance of the surrounding territory, etc.);

2. Mechanism of tariff formation (contributions for building maintenance – cost estimate scheme for the building);

3. Basics of modernization of housing stock (technical audit, technical passport for the building, planning and implementation of current and capital repairs of buildings);

4. Energy management of a multi-apartment building (calculation, planning, and accounting of energy consumption, technologies of insulation and lighting);

5. Land legislation (legalization of the surrounding area, landscaping passport, visitation of land plots, landfill sites, approval of land boundaries, relocation of land boundaries in accordance with the city’s master plan);

6. Financial and economic foundations of the administrator’s work (compiling prospective estimates for building maintenance, cost optimization, accumulation of the building’s reserve fund, preparation of an annual report and plan for the next year);

7. Relations with state authorities and local self-government (functions of the city improvement inspection, other departments of the city council). Features of the administrator’s work with natural monopolies in the field of housing and communal services: heat-water-gas-electricity supply companies;

8. Pre-trial work with debtors. Preparation and conduct of court proceedings for the recovery of arrears;

9. Lecture by the head of the ACB association (practical recommendations on building management);

10. Lecture by the ACB accountant (highlighting the features of accounting, reporting, and taxation, the procedure for auditing, administration of contributions for building maintenance in the activities of ACBs and administrators, creation of automated databases of building residents);

11. Lecture by the energy engineer of the ACB (exchange of experience in energy saving, maintenance of electrical panels, pump stations, gas alarms, introduction of internet-TV communications in the building, maintenance of the surrounding area, entrances, and roofs).

Training lasts for 10 working days and concludes with the preparation of a graduation project and the issuance of a state certificate of qualification improvement under the program “Manager (Administrator) of Residential Building (Building Groups)”.

. The original application with a signature must be provided on the first day of training along with a copy of the first page of the passport, a copy of the identification number, and a payment document.

For legal entities, along with the applications of course participants, copies of the first page of the participants’ passports and identification numbers, a signed AGREEMENT for the provision of additional services in two copies must be provided before the start of training.
