Admission conditions
Admission to the program is carried out according to the Resolution of the Cabinet of Ministers of Ukraine No. 789 of July 29, 2009 “On Approval of the Procedure for Admission to Study under the Educational and Professional Program for the Training of Masters in the Specialty “Public Administration and Administration” in the field of knowledge “Public Administration and Administration” (with amendments) and the Admission Rules to SumDU for 2023.
The right to study under the state order is granted to persons whose positions belong to the positions of the state service subcategory B3 category “B”, category “V”, and officials of local self-government whose positions are classified as fifth – seventh category of positions in local self-government bodies, who have obtained a master’s*/bachelor’s degree, work in state authorities or local self-government bodies, have work experience in the state service or in local self-government bodies of not less than one year at the time of submitting documents to the admissions committee.
List of documents submitted by the applicant:
– application in electronic form (or in some cases – paper application);
– motivation letter;
– copy of the passport;
– original and copy of the diploma of higher education and its supplement;
– registration number of the taxpayer’s registration card (RNOKPP) / copy of the certificate of assignment of the identification number;
– four color photos size 3×4 centimeters;
– copy of the employment record book;
– certificate from the personnel department indicating the category (5-7 category of positions in local self-government), rank, salary group (for civil servants within 6-9 salary groups), work experience in the state service or in local self-government bodies, total work experience.
Copies must be certified in the established manner.
The passport and military ID (for conscripts) are presented in person.

Competitive selection
When entering based on the diploma of “Master,” applicants may, at their choice:
– submit the result(s) of EIT and/or EIA;
– or take the corresponding entrance exam in a foreign language and/or professional exam in “fundamentals of economics and state and law.”
